“Actual Issues of Forensic Expertise and Criminalistics”

Dear colleague!

On November 7, 2017 we mark the 100th anniversary from the birth of an outstanding Kharkiv citizen, doctor of law, professor, honored worker of science and technology of Ukraine, leading expert in forensic expertise and criminalistics Mykhailo Vasylovych Saltevskyi, a participant in the Great Patriotic War, who was awarded with 14 orders and medals. He started his career in Kharkiv RIFE in the post-war years, passing the path from a scientific researcher to the head of the laboratory. During his time of working at the institute, M.V. Saltevskyi personally performed a large number of complex and unordinary examinations, participated in inspections of accident places, investigative experiments, court sessions, successfully combined scientific, methodological and expert work, provided practical assistance to employees of law enforcement agencies, prosecution, court.
His contribution to the development of the theory of identification is essential. He developed methods of measuring photography, stood at the origins of the origination of criminalistic odeology and phonoscopy, at the creation of a technique for the study of electronic documents, tactical methods of examining computer means and the like. The scientific works of M.V. Saltevskyi are well known and highly appreciated not only by forensic scientists, but also by practical workers. Outstanding resident of Kharkiv, the pride of the Ukrainian science scientist M.V. Saltevskyi, whose scientific figure is still exemplary, has earned the fame of an outstanding scientist in the field of forensic expertise and criminalistics.
Kharkiv RIFE piously honors traditions and memory of people who made a significant contribution to the formation and development of forensic expertise and criminalistics. On November, 7-8, 2017 Hon. Prof. M.S. Bokarius Kharkiv Research Institute of Forensic Examinations on the occasion of the centenary from the birth of M.V. Saltevskyi plans to hold an international scientific and practical conference “Actual Issues of Forensic Expertise and Criminalistics”. Scientists, forensic experts, lecturers, postgraduate students, students and others are invited to participate in the conference.
 
Purpose of the conference
To exchange with scientific ideas, obtained theoretical and practical results of scientific researches in the field of Criminalistics, Forensic Expertise and forensic-expert activity. To integrate efforts to introduce results of researches, to establish scientific contacts and expand creative relations.
 
Directions of the conference
1. Objectification of scientific ideas of Professor M.V. Saltevskyi in the development of forensic expertise and criminalistics. 
2. Legislative provision of forensic-expert activity in Ukraine.
3. Forensic problems of counteraction to organized crime.
4. Actual issues of the theory of forensic examination.
5. Expert practice: modern methods and techniques. 
6. Expert didactics - development prospects.
7. International experience and prospects for development of forensic expert activity.
 
The working language of the conference is Ukrainian, English, Russian.
 
It is necessary to send the following 
for the participation in the conference:
1. Application for the participation in the conference (see appendix).
2. Abstracts of the report or announcement.
3. Suggestions for the recommendations of the conference.
The papers which were not previously published and were carefully read, are accepted to participate in the conference. The theses of the reports (announcements) signed by the author (co-authors), should be sent with a note “Conference for the 100th anniversary of M.V. Saltevskyi” on paper, electronic media or by e-mail until October 03, 2017. In the case of sending by e-mail, a list of abstracts signed by the author (co-authors) should be presented in two forms: the first – scanned with the signatures of the authors; the second – in the Word for Windows editor.
 
When preparing the materials of the reports and announcements for the publication in the collection, the Organizing Committee asks to meet the following requirements:
- abstracts of the reports and announcements should contain summaries in English and Russian, be typed on a computer (Word for Windows editor), recorded on a laser CD (or sent by e-mail) and printed on A4 paper in type Times New Roman No. 14, Line spacing - 1.5; summary in English and Russian – type of Times New Roman No. 12; Line spacing - 1.0; Page margins: left, top and bottom - 2.0 cm, right - 1.0 cm; 
- footnotes on the text should have end-to-end numbering and be formatted by using the Microsoft Word tools menu “Insert” => (“Link” =>) “Footnote”; references to bibliographic sources should be formalized in accordance with the requirements of DSTU 8302: 2015 “Bibliographic references. General provisions and rules of compilation” (for the authors from Ukraine) or with the standards, operating in the territory of the author’s country;
- the volume of abstracts should not exceed 5 pages for a scientific report and 3 pages for a scientific announcement.
Location on the page. On the left in the upper corner is the UDC, in the right upper corner - the author’s surname and initials, position, academic degree and academic title. The next line is the name of the report (announcement). A text of the report (announcement) is printed below one line, after the text – summary in English and Russian.
In the case of planning for the direct participation in the conference, it is necessary to send the application by October 25, 2017. In the application, the author should indicate the last name, first name, patronymic, academic degree, academic title, position, place of work, contact phone number, e-mail, etc. (Application form is in Appendix).
The Organizing Committee reserves the right to review, edit abstracts without returning materials to authors. The materials of the conference are planned to be published in a separate collection and be presented during the conference, in connection with which the Organizing Committee requests to strictly observe the deadlines for the submission of the materials.
